The Demise of the 28-Point Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the introduction of a new 28-article proposal for ending the war appeared – temporarily – to have been defused. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: another massive barrage of missile and drone strikes on Kyiv.

The Cycle of Negotiation and Warfare

The sequence of conflicting incidents captured the bleak nature of the outgoing year. By day, political struggles are fought: positive announcements are released from different nations. Immense energy is expended on containing particular approaches. By night, Russian leadership clearly shows the world that, for them, military action persists as the key method for achieving "peace".

Nighttime Reality

As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is equipped to monitor missile launches from across the border, a ability enabled by timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been deployed to intercept incoming aerial threats streaked across the sky – modern combat jets supplied to Ukraine by NATO members.

Soon thereafter, Kyiv's anti-aircraft weapons engaged: defensive missiles deployed against a hostile projectile. This was a modern interception technology at work, presumably provided by partner states. Every firing jolts you unexpectedly, rattling buildings. The brief panic quickly gives way to sober acceptance: possibly the incoming missile won't strike its target this time, preventing destruction from devastation and another blackout.

Persistent Threats

Following this, a automatic firearm engaged a unmanned aircraft close by, part of a mobile-fire group – most likely imported technology. Sadly, the shots failed to hit the hostile drone – it pressed on overhead toward its destination.

Periodically, this continued until dawn. Kyiv awoke to the morning news: seven people killed, devastation and utility failures in numerous residences as a result of the evening attack. As typically, everyone still continued their routines – enduring hostilities. But those entire period encapsulated Ukraine's essential dependence on Western support – a dependence that European nations are demonstrably unable to fill in the short term.

Ineffective Peace Efforts

The comprehensive proposal from Washington generated strong feelings, discussion and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.

Every new initiative from Washington adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually achieve victory. This trend will, no doubt, continue.

Political Considerations

It is convenient to criticize certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. US administration functions according to a assumption familiar among experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The White House assumes that it is unrealistic to pressure the Kremlin to relinquish the land that it already controls in Ukraine's south or east.

The challenge is that while acknowledging this situation, Washington does nothing to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not evolve additionally in its favour in the coming year.

Opposing Positions

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their motivation to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to stop fighting, but they will persist as long as Russia's government remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing people and territory but preventing a complete military breakdown until situations evolve in its favour.

Current Realities

Realistically, there are no actual prerequisites for a truce. Now, individual motivations are becoming relevant: leadership ambitions to negotiate peace and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any plan Kyiv finds unsuitable, so that their priority does not move to internal issues. And although their mission will now be considerably more difficult after recent developments, it remains quite doubtful that this will alter their fundamental strategy.

These conflicting dynamics are influencing discussions.

Summary and Prospects

It took a only one week to terminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, latest revelations, all served their function.

While new initiatives based on established approaches are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and reflect certain reluctance to modify developments, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, primarily depend on continued Western support.
